Based on the characteristics and rules of distance education, the paper looks at the first national evaluation of Chinese open and distance education and its framework. It puts forward a series of its own suggestions to the evaluation system in terms of actual teaching practices, the process, conditions, administration,efficiency, assessment, etc., and also to similar evaluations themselves. It Points out the importance of the research and practice of openness and modernization of distance learning so as to make the evaluation itself more scientifically efficient.
